廉署搗破兩個貪污集團拘33人涉詐騙政府科技資助1.5億元
廉署本月中採取代號分別為「雷鳴」及「震雷」的大型執法行動，搗破兩個貪污不法集團並拘捕共33人，包括集團主腦及骨幹成員，涉嫌藉行賄造假，詐騙數碼轉型支援先導計劃(「數碼轉型」)及科技券計劃(「科技券」)下的政府科技資助，涉及申請資助逾1.5億元。廉署執法行動與跨部門合作成功阻截批出及發放逾1.2億元資助。
「雷鳴」行動——「數碼轉型」資助貪污詐騙案

廉署人員在「雷鳴」行動中拘捕六男三女，年齡介乎27至58歲，包括一間資訊科技服務供應商的東主及職員，以及三間推銷商的四名東主。廉署在行動中亦拘捕一名「數碼轉型」秘書處的香港數碼港管理有限公司(數碼港)時任職員。
廉署接獲貪污投訴而展開調查，發現涉案資訊科技服務供應商先後為中小企提交逾1,000宗「數碼轉型」資助申請，涉及資助約5,000萬元。廉署與數碼港一直保持恒常通報機制，廉署介入及與數碼港及早緊密聯繫後，成功阻截發放當中3,100萬元資助。
該貪污集團涉嫌聘用三間推銷商，向中小企聲稱免費協助它們申請政府科技資助，並涉嫌誇大數碼轉型方案的成本，及訛稱申請者已按計劃要求出資方案所涉一半費用。集團又涉嫌行賄一名數碼港時任職員以繞過監管及加快申請審批。

廉署人員在「震雷」行動中拘捕24名人士，分別為18名男子及六名女子，年齡介乎30至66歲，包括四名資訊科技服務供應商東主、一名銀行經理、一名保險代理、一名會計經理，以及多名空殼公司負責人，均為該集團成員或其親友。
廉署調查其他案件時發現有人涉嫌貪污詐騙「科技券」資助，創新科技署(創科署)及香港生產力促進局(生產力局)於審批申請時亦察覺有服務供應商曾多次申請而主動舉報。廉署經調查後發現涉案六間資訊科技服務供應商涉及約470宗申請，資助額逾一億元。廉署介入並與創科署及生產力局及早緊密聯繫，成功阻截批出及發放近九成資助，即9,400萬元。
廉署發現該貪污集團「閉環式」有規模地操作，成員本身相熟並各自招攬親友參與勾當。集團涉嫌開設多間空殼公司，並行賄涉案的銀行經理、會計經理及保險代理以協助該等空殼公司開立銀行戶口、偽造帳目及製作虛假的僱員強積金供款紀錄，以證明空殼公司有正常商業運作，令它們成功申請「科技券」資助，但有關公司根本沒有添置過任何提高生產力的設備。
數碼港、創科署及生產力局在廉署調查上述兩宗案件期間提供全面協助。廉署調查並無發現有其他數碼港職員或創科署及生產力局有任何人員涉及勾當。
廉署一直與政府部門及公營機構緊密合作，就政府資助計劃的管理程序提供防貪建議及指引，以強化計劃的誠信管理和防貪措施。廉署將繼續為相關機構提供協助，進一步強化他們的防貪能力。
此外，廉署將於今年第二季推出《創新科技資助計劃防貪指南》，協助資助機構加強計劃的監管，並提升業界的防貪能力。廉署亦將為公營資助機構舉辦相關的反貪培訓課程，幫助機構管理人員建立健全的治理和內部管控系統。
數碼港發言人表示：「數碼港高度關注今次的個別事件，並重申對任何可能違法行為採取零容忍態度，全力協助執法部門的工作，包括將懷疑違法的個案轉介至廉署跟進。根據廉署調查所得，除了涉案並已離職的一位前員工，數碼港職員均謹守崗位，盡職審批計劃。數碼港會繼續強化誠信管理和防貪措施等。」
